Bedroom tax protext in Bootle, Merseyside shows the way + Nottingham protest on March 16th

Update 2 – Nottingham protest report and photos: http://nottingham.indymedia.org/articles/5463

Update1 – Nottingham protest announced:

Saturday, March 16, 2013.1:00pm. In Nottingham alone, 4746 families will be affected by the Bedroom Tax. We oppose the Bedroom Tax in principle & in detail. Not one person should be forced to pay it. This is a peaceful demonstration to protest against the injustice of the Bedroom Tax that penalises the disabled, single parents, families of those recently deceased, foster parents and the parents of children in the army or at university: This will be a static demonstration rather than a protest march.

Many hundreds of people raged through the streets of Bootle, Merseyside yesterday (28th February 2013), in protest against the ‘Bedroom Tax’, which is just one month away from implementation. The ‘tax’ is actually a housing benefit cut if you have any spare rooms in a council house or other social housing. The mass demonstration had been organised by grassroots resistance group Stand Up In Bootle, which only sprang up a few weeks ago. Full story:
http://infantile-disorder.blogspot.co.uk/2013/02/explosion-of-class-anger-at-bootle.html

Meanwhile Nottingham City Council have mounted a petition to central government against the tax, a move that is being backed by the local voluntary sector: http://www.nottinghamcvs.co.uk/news/article/nottingham-cvs-backs-campaign-re-think-bedroom-tax

It will be interesting to see which approach is successful. Nottingham City Council have a long way to go to convince City residents it has their interests at heart, having cut many services that affect housing and homelessness over the last few years and is also poised to implement the government’s council tax benefit reform which will result in some council tax being due if you are on certain benefits.

Benefits campaigners to leaflet Nottingham Job Centre about Universal Job Match – Wednesday 23rd January at 9.30am

Benefits campaigners will be outside the Jobcentre this
Wednesday meeting at Station Street Jobcentre at 9.30am.

We will be handing out leaflets informing people on JSA about their rights
and data protection, especially around the new UJM (Universal Job Match)
scheme. UJM is not mandatory yet but is being treated as if it is. The
scheme has received widespread criticism (see link below) for its security
weaknesses with personal data being easily accessible by anyone posing as
an employer. It is also the latest step towards the draconian (Jobcentre
can track everything you do on the UJM, meaning when it is in full flow
they will be able to keep complete tabs on the job searching of people
claiming JSA.)

We are also inviting people to the “Nottingham Unemployed Workers Club”
which meets every Thursday afternoon between 11am and 2pm for cups of tea
and coffee, some lunch and sharing of ideas. We meet at Sumac Centre, 245
Gladstone Street, Forest Fields.

Be great to see you there!

Nottingham and Nottinghamshire Defend Council Tax Benefits Campaign – JOIN THE LOBBY ON MONDAY 28TH JANUARY AT 1.00PM OUTSIDE THE COUNCIL HOUSE

Heed your own warning on “chaos” of Council Tax Benefit changes: Nottingham and Nottinghamshire Defend Council Tax Benefit Campaign urges Nottingham City Council

The campaign group have written to the Council asking them to take seriously their own criticism of their latest proposals for a Council Tax Benefit Support Scheme for 2013/14. Instead of going ahead with an 8.5% cut to all Council Tax Benefit recipients of working age, they say the Council should delay passing on the cuts. The Council are permitted to pass a scheme with zero cuts to Council Tax Benefit for 2013/14 and still be entitled to transitional funding. If they did this, they would have a year to build a campaign with local residents and other groups across the country to demand a sustainable and fair alternative and prevent the introduction of a minimum 20% cuts in 2014/15.

Nottinghamshire Defend Council Tax Benefit Campaign – Press Release

PRESS RELEASE

For Immediate Release

Campaign Group urges Nottingham City Council to heed its own warning on Council Tax Benefit changes

Nottingham and Nottinghamshire Defend Council Tax Benefit Campaign [1] have written to Nottingham City Council asking them to take seriously their own criticism of their latest proposals for a Council Tax Benefit Support Scheme [2] for 2013/14 , and buy time and fight with local residents for a sustainable and fair alternative.

In their letter, the group say the new proposals are unsustainable, as they do not provide a long term solution to the funding crisis with Government free to keep cutting funds regardless of need. They quote Nottingham City Council Leader Jon Collins predicting “chaos”[3] in trying to collect the money from benefit recipients. They point out that, under transitional funding rules, Nottingham City Council had the option not to pass on the cut to Council Tax Benefit, but have chosen to ask for the maximum amount of 8.5%. They also say that removing empty property council tax discounts and exemptions to part fund the scheme would be unfair and could penalise carers and other groups.

“These new proposals represent a shift away from a Council Tax Benefit scheme based on people’s real needs. A cut of 8.5% in your Council Tax benefit may look better than a cut of 20%, but it will still cause hardship and debt for people who have no money left at the end of the month, and will do nothing to prevent much bigger cuts in future years. We call on Nottingham City Council not to pass on these cuts to the poorest and most vulnerable people in Nottingham” – Chris Jackson, Nottingham and Nottinghamshire Defend Council Tax Benefits.

Notes: 1. Nottingham and Nottinghamshire Defend Council Tax Benefits Campaign is opposed to the proposed abolition of the Council Tax Benefit Scheme and its replacement by local Council Tax Schemes; campaigns for councils to refuse to pass on the cuts to its local community; supports those who are unable to pay their council tax due to the proposed changes; and calls on councils not to pursue those who are unable to pay their Council tax due to the council’s changes. Contact information below.

2. The current national Council Tax Benefit (CTB) scheme is being abolished under the Welfare Reform Act. All councils in England must bring in their own Council Tax Support scheme from April 2013, with less funding. In October, the government announced transitional funding for councils on condition that anyone previously entitled to full CTB will now receive at least 91.5%. On Dec 18, Nottingham City Council agreed to apply for Transitional Funding of £775,000, and changed its CTB Support Scheme accordingly:

· Putting a maximum limit on the amount of council tax support that could be paid to all working age people, so that working age households who got 100% help with their Council Tax bills now could receive a maximum of 91.5% help in 2013/14
· All working age households would pay at least 8.5% of their Council Tax bill in 2013/14
· No sharp reduction in support for those entering work. The following additional elements were recommended and included, following
· Consideration of the findings of our formal consultation exercise:
· Removal of Second Adult Rebate
· Retaining backdating
· Setting a minimum award level of 50p

Co-operative stops using ATOS

ATOS kills logo
In the face of protests both on and offline, The Co-operative Group have ditched poverty pimps ATOS as their occupational health provider.

The Co-op posted the following on their facebook page this afternoon:

“Hello everyone, here is an update as promised on our occupational healthcare provider, many thanks for your patience on this matter.

The Co-operative Group can confirm that a robust procurement process considering, amongst other factors, cost, operational efficiency and geographical capability is currently underway for our occupational health services provider. Having been scored against an agreed set of parameters and against other bidders, Atos Healthcare have not progressed to the later rounds of that process and our intention is to have a new provider in place when the current contract terminates.”

A note about Council Tax Benefit ‘Consultations’ in Nottingham

As noted by NCC Lols Friday, 2 November 2012.

NCC’s consultation exercise on its replacement for Council Tax Benefit is now over. As such, they now deem it safe to respond to the questions I asked at the consultation event I went to in Bulwell, as I can no longer use the info to come up with clever-arsed objections to their ideas.

Students’ march in London #DEMO2012 on 21st November

The national demo is called ‘#demo2012: Educate, Employ, Empower’. It will take place on Wednesday 21 November, and will involve a march through central London.

The current government has put the future of an entire generation at risk. Jobs are hard to come by, students are saddled with unprecedented levels of debt, it’s a struggle to get onto the property ladder, and state pensions are being phased out – it’s easy to feel despondent.

But NUS members have decided to take action. At our National Conference in April, delegates voted to hold a national demonstration in the first term of 2012. We need your help to show the government how angry we are at their betrayals and broken promises.

Workfare ‘walk of shame’ in Nottingham city centre – 30/9/2012 – photos

On Saturday September 30th, a group of anti-workfare activists took to the streets of Nottingham to picket some of the corporate workfare profiteers and to highlight why workfare (work for benefits) is such a dangerous idea. Both charities and high street shops are benefiting from free labour organised by job centres and third party providers (who also take a cut). Activists visited Burton, Barnardo’s, Primark, Greggs and Superdrug with a banner, sound system and flyers.

Nottingham group opposing threat to Council Tax benefit

29/8/2012 update – Nottingham City Council plans to make the maximum council tax benefit payable 80% of the total for working age claimants (to be based on Band B). It will be going up next year, but using this years amount, if you are in Band A it you have to pay £215 and Band B around £250, more in higher bands, instead of a 100% rebate. Details here – http://ncclols.blogspot.co.uk/2012/08/council-tax-benefit-replacement.html. They also suggest to reduce the savings cap to £6000 so if you get laid off after April 2013 and end up with more than this in redundancy, too bad. There are other unpleasant changes including stopping back-dating claims.

The Con/Dem Government are cutting funds allocated for Council Tax rebates by 10%. Each local Council is being told to decide themselves where the cuts will fall. In Nottingham, a group of concerned local people are trying to organise a defence against these cuts for vulnerable people and the residents of Nottingham.
Join facebook group: http://www.facebook.com/#!/groups/450355785005204/

The following document estimates the effect on Nottingham City (listed as Nottingham UA – unitary authorities) which has about 2 in 3 (64%) working age claimants currently receiving Council Tax Benefit, saying,

When the new system of local support for Council Tax is introduced in April 2013 the amount provided to local authorities will be reduced by 10% relative to current expenditure on CTB, saving around £480 million a year. However, characterising this as a 10% cut is disingenuous, as pensioners are in effect excluded from the new system. In terms of the population of working age claimants, who are the only ones that can be affected by new rules, the cut is much larger than 10%.

See: http://www.solutions.entitledto.co.uk/docs/Localising%20support%20for%20Council%20Tax.pdf
In Nottingham the effect appears to mean a 16% cut in spending on working age claimants which means that councils will be put under pressure to pass the cut on to these claimants, meaning less benefits and very likely an end to 100% benefit.

A Nottingham City Council website ‘consultation‘ reflects this. This link is still active (but campaigners don’t think it is now being publicised) – http://gossweb.nottinghamcity.gov.uk/survey/ctb/counciltaxbenefits.htm
(just press ‘Next’ to look at the questions without answering).

Some news is coming in that some councils may refuse to implement the cut, so pressure should be put on Nottingham City Council not to kick low paid working age residents in the teeth. Non-payment is an option – it is likely many people will say ‘can’t pay, won’t pay’ as they did in the anti-poll tax campaign. Will the council then try and blame non-payers for cuts in services instead of the corrupt economic system?

NCC Lols has some earlier thoughts: http://ncclols.blogspot.co.uk/2012/08/replacing-council-tax-benefit.html
